SB 1166 is a proposed constitutional amendment would add a new section to Article II that will limit any congressional plan that is devised by a court or by a person under the direction of a court to only be valid in the election cycle in which the court or person directed by the court devised the congressional plan. This change would eliminate the incentive to draw fair maps if the parties knew that court-drawn maps will be time-limited.
