HR 1100 (PN 4611) is a House resolution directing the Legislative Budget and Finance Committee to coordinate an audit of ballots canvassed in the 2020 general election. While the ACLU-PA strongly supports measures that ensure greater transparency and accuracy in election tallies, HR 1100:

  • Needlessly creates a new and rushed mechanism to study the 2020 general election;
  • Appears to be designed to “prove” predetermined conclusions;
  • Confuses a process audit for a risk-limiting audit; and
  • Includes unclear and ill-defined provisions.
