HB 2046 would amend current law to redefine "bail bondsman" in a way that would require community bail funds to function as professional bail bonds companies, with all the attendant licensing requirements. Those requirements aim to fix no discernible problem, but would severely limit what community bail funds can do and would almost certainly put some out of business altogether.
