ACLU-PA Position: Supports

House Bill 163 repeals Pennsylvania's automatic driver's license suspension for drug-related offenses, in addition to other non-drug related convictions - many of which disproportionately affect juveniles - such as carrying false identification, underage purchase of tobacco, and underage purchase, consumption, possession or transportation of alcohol. A concurrent resolution, House Resolution 76, would notify the federal government of PA's intent to repeal this statute in order to avoid jeopardizing federal highway funding. The bill was signed by Governor Wolf on October 24, 2018 as Act 95 of 2018.
