A federal appeals court has ruled that mail ballots with a mistaken or missing handwritten date on the outer return envelope can be disqualified.
Judge Cooper's district, 5-3-12, includes Pittsburgh Wards 12 & 13.
To date, Judge Cooper has not responded to the ACLU-PA questionnaire.
