A federal appeals court has ruled that mail ballots with a mistaken or missing handwritten date on the outer return envelope can be disqualified.
Judge Rushing's district, 5-2-40, includes Pittsburgh Wards 21, 22, 23, 24 & 25.
To date, Judge Rushing has not responded to the ACLU-PA questionnaire.
