ACLU-PA Bill Page HB 728

Session: 2025-2026

ACLU-PA Position: Supports

HB 728 (PN 753) would require the Pennsylvania Department of Corrections to work in concert with the Department of Transportation and Department of Human Services to help people transitioning out of prison obtain a driver’s license, Pennsylvania state ID, and/or work permit. This will assist people with their reentry process and help them take necessary steps to obtain employment, housing, and education.

HB 728 would reduce the barriers people experience when transitioning out of incarceration. We should consider all the ways to make re-entry successful for more returning residents. Providing people documentation needed to secure a job, housing and services would be a great improvement.
