In September 2010, it was revealed that the Pennsylvania Office of Homeland Security had contracted with a private company, Institute of Terrorism Research and Response, to provide information about threats to "critical infrastructure" in the state.
What ITRR provided comprised largely of information about hundreds of activist groups and peaceful, legal activity protected by the First Amendment.
In the wake of the scandal, the head of the PA Office of Homeland Security resigned and the $103,000 annual contract with ITRR was not renewed.
