Originally released in 2013, Beyond Zero Tolerance was the first statewide analysis on school discipline data for Pennsylvania. The report concluded that Black and Latino students and students with disabilities have been disproportionately removed from school by out-of-school suspension, police action, and other forms of discipline.
This 2015 updated edition discusses new research findings on why discipline rates differ by race, presents recent federal policy statements on school discipline, and adds useful resources for students, parents, school decision-makers and community advocates to reform school discipline.
