An animal rights group will be allowed to protest on the sidewalks surrounding Independence Mall on December 5, 2009, after the American Civil Liberties Union of Pennsylvania filed an emergency motion to enforce a twenty-one year old court order requiring the National Park Service to permit protests on streets, sidewalks, and other areas open to the public in Independence Park.
